The public may attend the meeting in-person or via zoom. The district is committed to continuing access via zoom to make meetings more accessible and transparent to the public.
The meeting agenda and packet will be posted above no later than the Saturday (at noon) prior to the board meeting.

FY 2024-25 Budget Adoption Process
The board of directors adopts an annual budget, based on fiscal year July 1-June 30. Per State law, the budget is approved by the MACRD Budget Committee, consisting of the five elected board members and five appointed district members. The Board of Directors then adopts the budget before June 30 annually. The following are documents associated with the upcoming fiscal year process:

Public Records Requests
The MACRD is a public agency in the State of Oregon, and as a result most records are public. Our staff will respond to official public records requests as soon a practicable without unreasonable delay, according to timelines outlines in ORS. Requests should be emailed or mailed to MACRD, Attn: Executive Director, 1195 SE Kemper Way, Madras, OR 97741. Board of Directors Meetings
The MAC Recreation District Board of Directors are responsible for establishing goals and setting policies that guide MACRD operations. They also supervise one employee, the Executive Director, who is responsible for district operations and day-to-day management.
The MAC Recreation District Board of Directors generally holds their monthly meetings on the fourth Wednesday of every month at 6:00 p.m. at the MAC.
Regular Business Meetings
Visitors are invited to address the MACRD Board during their regular business meeting. Those who wish to address the MACRD Board are asked to complete a public comment card and state their name and address at the beginning of their remarks. Visitors are asked to limit their remarks to three minutes or less. Individuals who wish to also offer written materials or letters related to their in-person comments are asked to submit them to executivedirector@macrecdistrict.com at least 48 hours in advance of the MACRD Board meeting. If that is not possible, written materials will be provided to the Board of Directors following the meeting, which may be after MACRD Board action.
Board Work Sessions
The Board generally meets in a work session at 6:00 p.m. prior to their business meeting that starts at approximately 7:00p.m. Work sessions are intended for the Board to receive and discuss information from staff regarding district operations, new projects and programs, and talk with staff about their thoughts prior to making a decision in a business meeting. No decisions are made during work sessions. The Board conducts its official district business during regular business meetings.
Executive Sessions
The MACRD Board may meet in executive session pursuant to state statutes. Executive sessions are closed to all members of the public except for representatives of the news media.
Cost Recovery Plan
The MAC Recreation District Board of Directors adopted a cost recovery system Feb. 16, 2015. If you have questions, please reach out to the Executive Director, Courtney Snead, at executivedirector@macrecdistrict.com.
Master Plan
The 2023-2033 MACRD Master Plan was approved by the board of directors on November 29, 2023 after a 10-month process in partnership with the University of Oregon and Bean Foundation. The plan reflects stakeholder, patron and community engagement culminating in three areas of focus for the next ten years, including sustainability, quality programs, and partnerships.
